Στο πλαίσιο του κύκλου συνεντεύξεων γνωστών προπονητών ήρθαμε σε επικοιωνία με τον πρόεδρο της Πανελλλήνιας Ομοσπονδίας Προπονητών Αθλημάτων τον κ. Αθανάσιο Βιλλιώτη και τον παρακαλέσαμε να μας εξηγήσει τον ρόλο της Ομοσπονδίας καθώς και να μας αναλύσει τις θέσεις της Ομοσπονδίας για τα θέματα που αφορούν την εξέλιξη της προπονητικής στην Ελλάδα.
Ποιος είναι ο ρόλος της Πανελλήνιας Ομοσπονδίας Προπονητών Αθλημάτων;
Η «Πανελλήνια Ομοσπονδία Προπονητών Αθλημάτων» ή Π.Ο.Π.Α, είναι δευτεροβάθμια συνδικαλιστική οργάνωση των προπονητών όλων των αθλημάτων εκτός των επαγγελματικών, που σκοπός της είναι η συνένωση και συνεργασία των συνδέσμων των προπονητών και ο συντονισμός των προσπαθειών τους για την κατοχύρωση, διαφύλαξη, μελέτη και προαγωγή των κοινών τους οικονομικών, κοινωνικών και επαγγελματικών συμφερόντων τους. Στόχος της Π.Ο.Π.Α είναι να δράσει ως καταλύτης στην πορεία του αθλητισμού γενικότερα. Τα προβλήματα που υπάρχουν στον χώρο του αθλητισμού και ειδικότερα εκείνου των προπονητών, αποτέλεσαν την αφορμή για την συνένωσή τους υπό έναν ενιαίο φορέα δηλαδή την ΠΟΠΑ.
Τί ενέργειες έχουν ήδη γίνει και τί ενέργειες έχουν προγραμματιστεί προς την κατεύθυνση της βελτίωσης του επιπέδου εκπαίδευσης των ελλήνων προπονητών;
Η εκπαίδευση αλλά και η παραγωγή προπονητών στην χώρα μας αποτελεί ένα πολύ σημαντικό θέμα για εμάς. Από την μια οι σχολές προπονητών που διοργανώνει η Γ.Γ.Α δεν παρέχουν σε αυτούς που τις παρακολουθούν, την σωστή και αναγκαία γνώση που είναι απαραίτητη να κατέχει ο προπονητής , γιατί στην συντριπτική τους πλειοψηφία αν όχι στο σύνολό τους, δεν υπάρχει πρόγραμμα σπουδών, δεν υπάρχουν συγγράμματα και η διάρκειά τους είναι πολύ μικρή. Τον τελευταίο καιρό γίνεται μια προσπάθεια από την ΓΓΑ να αυξηθούν οι ώρες τους και να διαρκούν γύρο στις 300 με 320. Είναι μόνο ένα μικρό βήμα προς την σωστή κατεύθυνση αλλά δεν αρκεί. Σκεφτείτε ότι μέχρι πριν λίγο καιρό οι σχολές προπονητών διαρκούσαν 3, 4 ή 6 εβδομάδες αναλόγως αν ήταν για Γ, Β ή Α κατηγορία. Από την άλλη, υπάρχουν τα ΤΕΦΑΑ που παρέχουν στους φοιτητές τους σημαντική επιστημονική γνώση καθώς διδάσκουν όλες τις αθλητικές επιστήμες που πρέπει να γνωρίζει ο προπονητής προκειμένου να προπονήσει σωστά τους αθλητές του, και παράλληλα δίνουν και ειδικότητα το άθλημα που θα επιλέξει ο φοιτητής. Το αδύναμο σημείο εδώ είναι ότι ο χρόνος ειδίκευσης δεν είναι αρκετός καθώς περιορίζεται μόνο στο 4ο έτος αλλά και το ότι δεν υπάρχουν όλα τα αθλήματα ως ειδικότητα. Όμως, σαφώς υπερέχουν τα ΤΕΦΑΑ και οι πτυχιούχοι τους ως τις σχολές προπονητών της ΓΓΑ και όσους τις παρακολουθούν.
Εμείς ως ΠΟΠΑ, βλέποντας αυτή την κατάσταση, καταθέσαμε στον τότε Γενικό Γραμματέα Αθλητισμού κ. Π. Μπιτσαξή αλλά και στον νυν Υφυπουργό Αθλητισμού κ. Ι. Ανδριανό, την πρότασή μας για την ίδρυση της «Εθνικής Σχολής Προπονητών» η οποία πιστεύουμε ότι θα κλείσει το κενό στην παραγωγή προπονητών στην Ελλάδα. Στη σχολή αυτή, για 1 ή 2 χρόνια θα διδάσκονται οι αθλητικές επιστήμες που διδάσκουν και τα ΤΕΦΑΑ και για ακόμα 1 ή 2 χρόνια θα εξειδικεύονται οι γνώσεις αυτές στο άθλημα που θα έχει επιλέξει ο φοιτητής. Με αυτόν τον τρόπο θα παράγονται πραγματικοί προπονητές καθώς με παρόμοιο τρόπο συμβαίνει και στις αθλητικά προηγμένες χώρες. Ήδη έχουμε συστήσει επιτροπή αποτελούμενη από καθηγητές του ΤΕΦΑΑ μέλη του Δ.Σ της ΠΟΠΑ, οι οποίοι επεξεργάζονται την πρότασή μας στις λεπτομέρειές της ώστε να κατατεθεί στον Υφυπουργό Αθλητισμού.
Παραλλήλως, έχουμε αρχίσει συνεργασία με την σχολή προπονητών της Κολωνίας που είναι η κορυφαία στην Ευρώπη και από τις καλύτερες παγκοσμίως. Στα πλαίσια της συνεργασίας αυτής θα διοργανωθούν εκπαιδευτικά σεμινάρια, συνέδρια, επιστημονικές μελέτες και άλλες δραστηριότης προς όφελος των Ελλήνων προπονητών.
Με ποιο τρόπο μπορεί κάποιος να είναι αναγνωρισμένος προπονητής από την ΓΓΑ;
Θα πρέπει να καταθέσει στην ΓΓΑ ορισμένα απαιτούμενα δικαιολογητικά. Για τους απόφοιτους ΤΕΦΑΑ και σχολών προπονητών της ΓΓΑ τα δικαιολογητικά είναι :
1. Αντίγραφα α) πτυχίου Τ.Ε.Φ.Α.Α ή σχολής Γ.Γ.Α και β) ειδικότητας ή Διπλώματος.
2. Υπεύθυνη δήλωση του Ν. 1599/1986 στην οποία ο ενδιαφερόμενος θα δηλώνει ότι δεν εκκρεμεί σε βάρος του ποινική δίωξη για πλημμέλημα ή κακούργημα .
3. Πιστοποιητικό Υγείας από δημόσιο νοσοκομείο ή αντίστοιχο πιστοποιητικό υγείας που έχει εκδοθεί από δημόσιο νοσοκομείο κράτους μέλους της Ε.Ε.
4. Φωτοαντίγραφο απόδειξη κατάθεσης 147 € σε Δ.Ο.Υ. στο φορέα 21-610 και στον ΚΑΕ 3419
5. Αντίγραφο ποινικού μητρώου γενικής ή δικαστικής χρήσης το οποίο αναζητείται αυτεπάγγελτα σε περίπτωση που εκδίδεται από ημεδαπές αρχές.
Όσοι έχουν πτυχίο προπονητού από εκπαιδευτικό ίδρυμα του εξωτερικού, θα πρέπει να καταθέσουν στην ΓΓΑ :
1.Επικυρωμένο τίτλο σπουδών που έχει αποκτηθεί από εκπαιδευτικό ίδρυμα της αλλοδαπής και αναγνώριση από το ΣΑΕΙ ή τον ΔΟΑΤΑΠ.
2.Αντίγραφο ξενόγλωσσου αναλυτικού προγράμματος σπουδών, συνοδευόμενο από απλή μετάφραση στην Ελληνική γλώσσα
3. Υπεύθυνη δήλωση του Ν. 1599/1986 στην οποία ο ενδιαφερόμενος θα δηλώνει ότι δεν εκκρεμεί σε βάρος του ποινική δίωξη για πλημμέλημα ή κακούργημα
4. Πιστοποιητικό Υγείας από δημόσιο νοσοκομείο ή αντίστοιχο πιστοποιητικό υγείας που έχει εκδοθεί από δημόσιο νοσοκομείο κράτους μέλους της Ε.Ε.

Αφού τα δικαιολογητικά αυτά ελεγχθούν από την επιτροπή ισοτιμιών της ΓΓΑ και γίνουν αποδεκτά, τότε εκδίδεται άδεια ασκήσεως επαγγέλματος προπονητού για το άθλημα που αφορούν και ο προπονητής θεωρείται πλέον νόμιμος.
Τί γίνετε με τα αθλήματα που δεν υπάρχει ειδικότητα στα ΤΕΦΑΑ και δεν έχει διοργανωθεί ποτέ σχολή προπονητών στην ΓΓΑ;
Εξ’ όσων γνωρίζω, στα αθλήματα αυτά είτε έχουν πάρει άδεια ασκήσεως επαγγέλματος κατ’ εξαίρεση αθλητές των αθλημάτων αυτών είτε έχουν άδεια προπονητή απόφοιτοι αντίστοιχων σχολών του εξωτερικού
Τόσο τα εκπαιδευτικά ιδρύματα (ΤΕΦΑΑ) όσο και οι σχολές προπονητών της ΓΓΑ δείχνουν ανήμπορες να παράγουν προπονητές υψηλού επιπέδου με τον τρόπο που εκπαιδεύουν τους προπονητές τους τα ξένα κράτη/ ομοσπονδίες;
Δεν είναι δυνατόν να υπάρχουν δύο τρόποι παραγωγής προπονητών. Δεν είναι σωστό ο πτυχιούχος του ΤΕΦΑΑ να φοιτά 4 χρόνια σε τμήμα του Πανεπιστημίου, να διδάσκεται όλες τις αθλητικές επιστήμες και το άθλημα που τον ενδιαφέρει ως ειδικότητα και να δίνει και εξετάσεις σε κάθε μάθημα και όταν θα βγει στην αγορά εργασίας να αντιμετωπίζεται ως ισότιμος με κάποιον που έχει βγάλει μια σχολή της ΓΓΑ διάρκειας ελαχίστων εβδομάδων και συχνά αμφιβόλου επιπέδου γνώσεων και τρόπου εξετάσεων. Με τον τρόπο αυτό δεν προάγεται ο αθλητισμός. Σε όλες τις άλλες επιστήμες δεν έχω δει δίπλα στις σχολές των Πανεπιστημίων να γίνονται από άλλους φορείς σχολές ελαχίστων εβδομάδων για την ίδια επιστήμη. Για παράδειγμα, φαντάζεστε πέραν των γιατρών ή των πολιτικών μηχανικών που αποφοιτούν από τα αντίστοιχα τμήματα του Πανεπιστημίου και του Πολυτεχνείου να υπήρχαν γιατροί και πολιτικοί μηχανικοί απόφοιτοι σχολών διαρκείας 3, 4, ή 6 εβδομάδων ή 300 ωρών ; Ποιους από τους δύο θα εμπιστευόταν ο πολίτης : Φυσικά τους πρώτους !
Γιατί λοιπόν να υπάρχει αυτή η παράλογη κατάσταση στον χώρο των προπονητών : Γιατί να απαξιώνεται το επάγγελμα του προπονητή ; Έφτασε επιτέλους η στιγμή που πρέπει όλοι να καταλάβουν ότι ο προπονητής είναι και αυτός ένας επιστήμονας με σημαντικό ρόλο μέσα στην κοινωνία ! Αυτό το καθεστώς λοιπόν πρέπει να τερματιστεί. Γι αυτό και η ΠΟΠΑ προτείνει την «Εθνική Σχολή Προπονητών» όπως σας ανέφερα και πρωτύτερα, που η ίδρυσή της θα θέσει τέλος στις σχολές προπονητών των ελαχίστων εβδομάδων και ωρών και θα αποκαταστήσει το κύρος των επιστημόνων του αθλητισμού, των προπονητών !
Ένας από τους πιο γνωστούς προπονητές κολύμβησης ο Ε. Maglischo κάποια στιγμή προέτρεψε να μην αγοράζει κάποιος τα βιβλίο του καθώς το είχε εκδώσει 5 χρόνια πριν και όπως υποστήριξε δεν ίσχυαν πλέον ότι έγραφε. Οι προπονητικές εξελίξεις σε όλα τα αθλήματα τρέχουν με πολύ γρήγορους ρυθμούς όμως τα συγγράμματα και το αντικείμενο σπουδών σε ΤΕΦΑΑ και σχολές προπονητών δείχνουν ανήμπορες να ακολουθήσουν τους ρυθμούς. Χρειαζόμαστε εκπαιδευτικά προγράμματα με συνεχή ενημέρωση του αντικείμενου σπουδών. Χρειαζόμαστε εκπαιδευτές με πολύ πάθος και καινοτόμο σκέψη. Η θέση σας σχετικά;
Βεβαίως και είναι έτσι ! Η προπονητική αποτελεί μια επιστήμη που βασίζεται σε διάφορες άλλες επιστήμες. Όλες οι επιστήμες συνεχώς εξελίσσονται. Το ίδιο συμβαίνει και με την προπονητική και τις επιστήμες στις οποίες βασίζεται. Άρα, η συνεχής επιμόρφωση των προπονητών είναι θεμελιώδης για την σωστή λειτουργία του αθλητισμού και την σωστή επαγγελματική πορεία των προπονητών. Πώς για παράδειγμα θα ανταγωνιστούν οι Έλληνες αθλητές τους συναθλητές τους άλλων χωρών, εάν οι Έλληνες προπονητές τους δεν είναι σωστά καταρτισμένοι και δεν ακολουθούν τις εξελίξεις του επαγγέλματός τους και της επιστήμης τους ; Πρέπει λοιπόν να δοθούν όλα τα απαραίτητα εφόδια στους Έλληνες προπονητές, για να ανταποκριθούν με επιτυχία στις απαιτήσεις και τις προκλήσεις που αντιμετωπίζουν, ώστε κάποια στιγμή οι Έλληνες προπονητές να κρατούν την τύχη των Ελλήνων αθλητών στα χέρια τους. Φυσικά θα υπάρχουν και οι αλλοδαποί προπονητές που θα εργάζονται στην Ελλάδα. Πρέπει όμως οι Έλληνες προπονητές να στέκονται μπροστά τους τουλάχιστον ως ίσοι.
Έτσι λοιπόν, η συνεχής επιμόρφωση των προπονητών μας αποτελεί στόχο της ΠΟΠΑ. Στα πλαίσια της «Εθνικής Σχολής Προπονητών», θα λειτουργεί και ειδικό τμήμα συνεχούς επιμόρφωσης στο οποίο θα είναι υποχρεωμένοι να επιμορφώνονται οι προπονητές κάθε ένα ή δύο χρόνια. Εάν δεν παρακολουθούν την επιμόρφωση, δεν θα τους επιτρέπετε να εργάζονται. Εάν θέλουμε να είμαστε σοβαροί και ανταγωνιστικοί, οφείλουμε να παρακολουθούμε τις εξελίξεις και να συμμετέχουμε σε αυτές. Μπορούμε δηλαδή, να διεξάγουμε τις δικές μας επιστημονικές μελέτες, όπως ήδη συμβαίνει στα ΤΕΦΑΑ, και τα συμπεράσματά τους να αποτελούν μέρος της συνεχούς επιμόρφωσης των προπονητών μας. Γιατί η Ελλάδα να υστερεί, τη στιγμή που διαθέτει άξιους αθλητικούς επιστήμονες ικανούς να παράνουν την κατάλληλη γνώση και να την μεταδώσουν στους προπονητές μας;
Στα περισσότερα αθλήματα δεν υπάρχουν ούτε έλληνες εκπαιδευτές ούτε ελληνικά συγγράμματα. Μήπως πρέπει να καταφύγουμε στην χρήση αγγλικών συγγραμμάτων και την συνεργασία με ξένες ομοσπονδίες;
Αυτή είναι μια λύση σε όποιο άθλημα δεν υπάρχουν Έλληνες εκπαιδευτές και συγγράμματα. Οφείλει η πολιτεία, αφ’ όσον ενδιαφέρεται πραγματικά για την ανάπτυξη του Ελληνικού αθλητισμού, να διαμορφώσει τις κατάλληλες συνθήκες ώστε και Ελληνικά συγγράμματα να υπάρξουν και Έλληνες εκπαιδευτές που θα διδάξουν τους Έλληνες προπονητές.
Σε διεθνές επίπεδο παρατηρούμε ότι οι Εθνικές Ομοσπονδίες των αθλημάτων, οι Διεθνείς Ομοσπονδίες αυτών, τα ίδια τα κράτη, Εκπαιδευτικά Ιδρύματα, οι ενώσεις προπονητών αλλά και ανεξάρτητοι/ ιδιωτικοί φορείς έχουν αναλάβει την εκπαίδευση και πιστοποίηση των προπονητών. Για όλες τις περιπτώσεις που σας ανέφερα μπορούμε να βρούμε και επιτυχημένο παράδειγμα. Ποιος θεωρείται ότι πρέπει να έχει τον πρώτο λόγο στην εκπαίδευση των προπονητών ή είναι καλύτερα να υπάρχει πολυμορφία στην εκπαιδευτικές ευκαιρίες;
Όπως σας είπα, η ΠΟΠΑ προτείνει την ίδρυση της «Εθνικής Σχολής Προπονητών». Όμως, ήδη προτείναμε στον Υφυπουργό Αθλητισμού την έναρξη ενός ευρύ διαλόγου, με συγκεκριμένο χρονικό όριο ολοκλήρωσής του, στον οποίο θα συμμετέχουν όλοι οι ενδιαφερόμενοι και εμπλεκόμενοι φορείς του αθλητισμού μας. Σε αυτόν να κατατεθούν και να εξεταστούν όλες οι πιθανές προτάσεις, οι οποίες σε συνδυασμό με την εξέταση και του τρόπου παραγωγής προπονητών από προηγμένες αθλητικά χώρες, και στην ολοκλήρωσή του να αποδώσει μια κατά το δυνατόν ευρύτερα αποδεκτή και λειτουργική λύση στο ζήτημα αυτό.
Ζούμε στην εποχή της απόλυτης εξειδίκευσης. Ένας προπονητής ποδηλασίας δεν μπορεί να είναι αποτελεσματικός στο BMX και στην ποδηλασία δρόμου, ένας προπονητής δεν μπορεί να είναι αποτελεσματικός τόσο σε τμήματα υποδομών όσο και αθλητών υψηλού επιπέδου…Μήπως πρέπει να προσαρμοστούμε στα νέα δεδομένα και να παράγουμε απόλυτα εξειδικευμένα εκπαιδευτικά προγράμματα
Όντως αυτή είναι η τάση διεθνώς. Άρα, είμαστε υποχρεωμένοι να ακολουθήσουμε αυτή την πορεία προκειμένου να ανεβάσουμε σε υψηλό επίπεδο την ειδική επιστημονική αθλητική γνώση των προπονητών και μέσω αυτής να πανηγυρίζουμε μεγάλες διακρίσεις από τους αθλητές μας. Η πρόταση της ΠΟΠΑ αναλύθηκε αρκετά προηγουμένως.
Κλείνοντας αυτή τη συνέντευξη, θα θέλαμε να σας παρακαλέσουμε να μας αναφέρετε τις απόψεις τις ΠΟΠΑ και στα σημαντικά ζητήματα που θεωρείτε ότι αφορούν την εξέλιξη της προπονητικής στην Ελλάδα.
Ξεκινώντας από τον αθλητικό νόμο και τους κανονισμούς προπονητών, πρέπει να υπάρξει μηχανισμός ελέγχου της εφαρμογής τους καθώς και ποινές για την μη εφαρμογή τους. Διαφορετικά, δεν πρόκειται ποτέ να διορθώσουν όσα αναφέρονται σε αυτούς. Ουσιαστικά δηλαδή καθίστανται ανενεργή.
Ένα άλλο σημείο του αθλητικού νόμου (Ν2725/99) είναι το άρθρο 31 παράγραφος 5δ «Προπονητή έχουν την υποχρέωση να απασχολούν τα αθλητικά σωματεία που καλλιεργούν ατομικό άθλημα και έχουν αθλητές στη δύναμή τους κάτω των 18 ετών». Διαβάζοντας αυτό, εύκολα κάποιος καταλαβαίνει ότι εάν το σωματείο έχει αθλητές άνω των 18 ετών δεν έχει και την υποχρέωση να απασχολεί προπονητή διότι οι αθλητές άνω των 18 ετών γνωρίζουν να προπονούνται μόνοι τους !!!
Όσον δε αφορά στα προνόμια των προπονητών θα πρέπει να εξισωθούν με τα προνόμια των αθλητών. Θα πρέπει να απολαμβάνουν των ίδιων προνομίων γιατί οι προπονητές ετοιμάζουν τους αθλητές για τις επιτυχίες και εκείνοι τους κατευθύνουν προς αυτές. Άρα τα προνόμια πρέπει να είναι το ίδια.
Δεν θα πρέπει με την δικαιολογία της οικονομικής κρίσης, να εγκρίνονται αθλητικές αποστολές στο εξωτερικό ακόμα και στο εσωτερικό, χωρίς την απαραίτητη ύπαρξη αρχηγού αποστολής, γιατρού και προπονητή.
Θα πρέπει να γίνεται έλεγχος αντιντόπινγκ στους αθλητές των Εθνικών μας ομάδων πριν την συμμετοχή τους σε διεθνείς διοργανώσεις. Έτσι όποιος αθλητής/τρια βρεθεί θετικός σε χρήση απαγορευμένων ουσιών θα μένει εδώ και δεν θα διασύρεται ο Ελληνικός αθλητισμός σε περίπτωση που βρεθεί κάποιος να έχει κάνει χρήση.
Για τους κανονισμούς προπονητών, έχουμε προτείνει να υπάρχει ενιαίου κανονισμού προπονητών σχετικά με τα γενικά χαρακτηριστικά τους με εξειδίκευση στα ιδιαίτερα χαρακτηριστικά του κάθε αθλήματος.
Πρέπει να υπάρχει έλεγχος των σωματείων για να μην απασχολούν άτομα που δεν κατέχουν άδεια ασκήσεως επαγγέλματος προπονητή στο άθλημα που καλλιεργεί το σωματείο. Έχουμε πολλές περιπτώσεις που σωματεία απασχολούν άτομα που δεν είναι προπονητές, τους έχουν ασφαλισμένους στο ΙΚΑ, και το σωματείο παρουσιάζει την άδεια ασκήσεως επαγγέλματος προπονητή που δεν απασχολείται στο σωματείο ! Ανάλογος έλεγχος θα πρέπει να γίνεται και για τους Ομοσπονδιακούς προπονητές. Αυτά τα γνωρίζουν οι Ομοσπονδίες και η ΓΓΑ, αλλά έλεγχοι δεν πραγματοποιούνται και σχετικές ποινές δεν υπάρχουν.
Η ΓΓΑ, πρέπει πλέον να ελέγχει τις ομοσπονδίες και όχι απλώς να τις εποπτεύει. Αφού δίνει τα χρήματα πρέπει και να ασκεί αυστηρό έλεγχο για την δραστηριότητα των ομοσπονδιών.
Επίσης, για όσο καιρό λειτουργούν οι σχολές προπονητών με το ισχύον σύστημα, αυτές να πραγματοποιούνται μόνον εφ’ όσον υπάρχει διαπιστωμένη ανάγκη για προπονητές, αλλιώς ποιό το νόημά τους.
Η «Πανελλήνια Ομοσπονδία Προπονητών Αθλημάτων», συμμετέχει ενεργά στο παγκόσμιο κίνημα προπονητών ! Πρόσφατα η ΠΟΠΑ έγινε δεκτή ως μέλος στο «Παγκόσμιο Συμβούλιο Προπονητικής Υπεροχής» (ICCE) και στον Ευρωπαϊκό κλάδο του, το «Ευρωπαϊκό Δίκτυο Αθλητικών Επιστημών, Εκπαίδευσης και Απασχόλησης» (ENSSEE). Σκοπός αυτών των δύο διεθνών οργανισμών είναι, η ενιαία και σε παγκόσμιο επίπεδο προώθηση των κοινών επαγγελματικών και εκπαιδευτικών συμφερόντων και δικαιωμάτων των προπονητών αθλημάτων.
