Ο Υπουργός Παιδείας και Θρησκευμάτων Κων/νος Αρβανιτόπουλος και ο απερχόμενος Υφυπουργός Αθλητισμού Γιάννης Ιωαννίδης, υποδέχθηκαν στο Υπουργείο Παιδείας και Θρησκευμάτων τη νέα πολιτική ηγεσία του νεοσύστατου Υπουργείου Πολιτισμού και Αθλητισμού, τον Υπουργό Πάνο Παναγιωτόπουλο και τον Υφυπουργό Γιάννη Ανδριανό.
Κατά τη διάρκεια της τελετής παράδοσης – παραλαβής, έγιναν οι παρακάτω δηλώσεις:
ΚΩΝ/ΝΟΣ ΑΡΒΑΝΙΤΟΠΟΥΛΟΣ: Αισθάνομαι ιδιαίτερα συγκινημένος που σήμερα ολοκληρώνεται μια πορεία ενός χρόνου, με έναν άνθρωπο που με συνδέουν δεσμοί φιλικοί χρόνων και τον θαυμάζω για την πορεία και τη διαδρομή του, στη ζωή, στον αθλητισμό και στην πολιτική. Ο Γιάννης Ιωαννίδης, όπως γνωρίζουμε όλοι, έχει δώσει τη ζωή του στον Αθλητισμό, έχει προσφέρει και έχει γνώσεις και όραμα για αυτόν. Κάτι το οποίο έδειξε καθ’ όλη τη διάρκεια της συνεργασίας μας. Ο Γιάννης Ιωαννίδης με την παρουσία του, δίνει στην πολιτική, δεν παίρνει από αυτήν, και δεν έχει ανάγκη από τα αξιώματά της. Χαρακτηρίζεται από συνέπεια, προσήλωση στο στόχο και αποτελεσματικότητα. Είμαι περήφανος που συνεργαστήκαμε, διότι προχώρησαν πράγματα που εκκρεμούσαν για πολλά χρόνια, όπως τα «προνόμια» για τους αθλητές, η αναδιάρθρωση που έγινε στα πρωταθλήματα, το πρόγραμμα ΕΥ ΖΗΝ, αλλά και τα αθλητικά σχολεία. Συνεργαστήκαμε κάτω από δύσκολες δημοσιονομικές συνθήκες, που δεν άφησαν «αλώβητο» τον Αθλητισμό, κάναμε ότι καλύτερο μπορούσαμε και γι αυτό θέλω να τον συγχαρώ για την εν γένει προσφορά του.
ΠΑΝΟΣ ΠΑΝΑΓΙΩΤΟΠΟΥΛΟΣ: Θέλω να πω, παίρνοντας το λόγο, ότι αντιλαμβάνομαι τις σκέψεις και τους προβληματισμούς για τα θέματα δομής και συνάρθρωσης της δομής του Αθλητισμού με κάποιο άλλο Υπουργείο. Έχουμε όμως ένα γεγονός, την επανασύσταση του Υπουργείου Πολιτισμού και Αθλητισμού. Ούτως η άλλως τα δύο Υπουργεία ήταν και θα παραμείνουν πολύ κοντά. Όπως πολύ σωστά είπε και ο κ. Ιωαννίδης, υπάρχει απόλυτη συνάφεια.
Εμείς είμαστε εδώ μαζί με τον καλό μου φίλο τον Γιάννη Ανδριανό, προκειμένου να συνεχίσουμε αυτή τη σπουδαία προσπάθεια, η οποία μέσα σε 12 μήνες, προχώρησε κάτω από την πολιτική εποπτεία του Κωνσταντίνου Αρβανιτόπουλου και με βασικό μοχλό τον «κόουτς» και τους συνεργάτες του.
Γνωρίζω ότι και ο κ. Αρβανιτόπουλος και ο κ. Ιωαννίδης το πονούν πολύ αυτό που κάνουν και το πιστεύουν και θέλω να τους ευχαριστήσω και να τους συγχαρώ.
Σε αυτούς τους πολύ δύσκολους καιρούς βλέπουμε πράγματα που τα θεωρούσαμε δεδομένα, να υφίστανται κλονισμό ή να τίθενται σε μια σφαίρα δυσπιστίας. Πρέπει να υπερασπίσουμε αυτές τις αξίες και τις λειτουργίες. Η διαπαιδαγώγηση, μέσω της άθλησης, στο σώμα και την ψυχή είναι πριν από όλα και πάνω απ όλα, καθήκον ενός συγκροτημένου κράτους. Και αυτό είναι πάνω και πέρα από την οποιαδήποτε, αναγκαία μεταρρύθμιση. Θέλουμε μικρότερο και αποτελεσματικότερο κράτος, αλλά στους συγκεκριμένους τομείς πρέπει να έχει ρόλο, παρουσία και αποτέλεσμα.
Από την άλλη πλευρά, ο τομέας του αθλητισμού σε πολλές εκφάνσεις του, όπως για παράδειγμα στο ποδόσφαιρο και όχι μόνο, αποτελεί ένα από τα τελευταία μαζικά κινήματα, είτε αρέσει σε ορισμένους, είτε όχι, με τα συν και τα πλην του, αλλά κινητοποιεί τον κόσμο. Δίνει κίνητρο σε δυνάμεις της κοινωνίας και ιδιαίτερα στους νέους, ο αθλητισμός. Σημασία έχει λοιπόν, να σταθούμε σε αυτές τις δύσκολες περιστάσεις, διότι οι καλοί καπετάνιοι στη φουρτούνα φαίνονται. Και ο κ. Αρβανιτόπουλος και ο κ. Ιωαννίδης, ήταν πολύ καλοί καπετάνιοι και θέλω να τους ευχαριστήσω ως Υπουργός που αναλαμβάνει το επανασυσταθέν Υπουργείο Πολιτισμού και Αθλητισμού για όλα αυτά που προσέφεραν. Επίσης θέλω να επισημάνω, ότι είναι πολύτιμοι σύμβουλοι και συμπαραστάτες για όλους μας.
ΓΙΑΝΝΗΣ ΙΩΑΝΝΙΔΗΣ: Στόχος μας ήταν να κάνουμε ότι καλύτερο μπορούσαμε για τα παιδιά μας. Έχουμε την υποχρέωση να καλυτερεύσουμε τη ζωή τους, την παιδεία τους και να τους μυήσουμε στον αθλητισμό γιατί αθλητισμός σημαίνει υγεία σωματική, πνευματική και ψυχική. Μάλιστα σήμερα ανέβηκε στο διαδίκτυο, στο πρόγραμμα «ΔΗΛΟΣ», μία μελέτη με ότι νεότερο όσον αφορά την έρευνα που έχει γίνει παγκοσμίως πάνω στον σακχαρώδη διαβήτη, μια δουλειά 7 μηνών και συνολικά 122 σελίδων. Εκεί μπορεί να απευθυνθεί όποιος έχει σάκχαρο και να διαπιστώσει ότι ο αθλητισμός, πολλές φορές, μπορεί να νικήσει και το χάπι και την ινσουλίνη.
Επαναφέραμε τα κίνητρα για τους αθλητές με νομοσχέδιο του Υπ. Παιδείας και μάλιστα με αναδρομική ισχύ, για όσους αθλητές διακρίθηκαν από τον Οκτώβριο του 2008 μέχρι σήμερα, το διάστημα δηλαδή που τα είχαμε καταργήσει λόγω των αυξημένων κρουσμάτων ντόπινγκ στους Έλληνες αθλητές.
Ο Υπουργός θα βάλει σε νέο νομοσχέδιο του Υπ. Παιδείας και το πρόγραμμα «ΕΥ ΖΗΝ», βάσει του οποίου θα μετριούνται οι αθλητικές επιδόσεις αλλά και ο σωματότυπος των παιδιών μέχρι την 3η Γυμνασίου, έτσι ώστε οι γονείς των παιδιών να έχουν τη δυνατότητα να ελέγχουν κάθε χρόνο την ομαλή ανάπτυξή τους.
Έχουμε επίσης την υποχρέωση να κάνουμε τις σχολές προπονητών και για τις 23 ομοσπονδίες ολυμπιακών αθλημάτων. Είναι μια τροπολογία που βρίσκεται στο τελικό της στάδιο, θα ενταχθεί σε νομοσχέδιο του Υπ. Οικονομικών και θα δίνει τη δυνατότητα στους αποφοίτους των ΤΕΦΑΑ, μέσω των σχολών προπονητών να αποκτούν και την άδεια ασκήσεως επαγγέλματος. Έτσι με καλύτερους προπονητές θα έχουμε και καλύτερο αθλητισμό.
Έχουμε άλλο ένα πρόγραμμα με το οποίο επιθυμούμε, όσα παιδιά τελειώνουν το Δημοτικό, να γνωρίζουν και κολύμπι. Δυστυχώς, πέρσι, από τους 191 που χάσαμε από πνιγμό, τα 47 ήταν παιδιά.
Ετοιμάζουμε και 2 αθλητικά πειραματικά σχολεία, το ένα εκ των δύο στη Βόρειο Ελλάδα, που θα ενταχθούν στο νομοσχέδιο του Λυκείου και θα λειτουργούν σαν Ακαδημίες, όπου οι μαθητές αθλητές θα εισάγονται αξιοκρατικά και θα μπορούν να διαμένουν και να σιτίζονται δωρεάν. Έτσι θα βοηθήσουμε τον αγωνιστικό αθλητισμό και μάλιστα για πρώτη φορά θα υπάρξει και τμήμα ΑΜΕΑ.
Όσον αφορά στο οικονομικό σκέλος, περιμένουμε να πάρουμε 12 εκατομμύρια απ’ το Υπ. Οικονομικών. Είναι τα χρήματα που υποσχέθηκε ο Πρωθυπουργός, έτσι ώστε η μείωση του προϋπολογισμού για τις ομοσπονδίες να είναι μόνο της τάξης του 30% σε σχέση με πέρσι.
Θα βοηθήσουμε τον κ. Ανδριανό όλοι μας, ώστε όλα να πάνε καλά.
ΓΙΑΝΝΗΣ ΑΝΔΡΙΑΝΟΣ: Θα ήθελα να ευχαριστήσω τον κ. Αρβανιτόπουλο για τα καλά του λόγια. Πράγματι, μας συνδέουν κοινοί αγώνες σε πολλά επίπεδα. Επίσης, με τον Πάνο Παναγιωτόπουλο, με τον οποίο γνωριζόμαστε χρόνια και από το χώρο της δημοσιογραφίας. Όσο για το φίλο μου τον Γιάννη Ιωαννίδη, έχει προσφέρει πολλά στον Αθλητισμό αλλά και στην πατρίδα.
Είναι για μένα μεγάλη τιμή να μου εμπιστευτεί ο Πρωθυπουργός να συνεχίσω το έργο του φίλου του Γιάννη Ιωαννίδη, ενός ανθρώπου που όπως είπα πριν από λίγο η προσφορά στον ελληνικό αθλητισμό εδώ και δεκαετίες από οποιοδήποτε πόστο και αν βρέθηκε, εντός και εκτός της πολιτικής, με ελάχιστους μπορεί να συγκριθεί. Ο «κόουτς», μέσα σε εξαιρετικά δυσμενείς συνθήκες, κράτησε ψηλά τη σημαία του ελληνικού Αθλητισμού και στις δύο θητείες του. Αντιμετώπισε με υπευθυνότητα δύσκολα προβλήματα και έθεσε μεταξύ άλλων, γερά θεμέλια για το μέλλον και με την επαναφορά των ευνοϊκών ρυθμίσεων για την εισαγωγή των διακριθέντων αθλητών μας στην τριτοβάθμια εκπαίδευση, μία αδικία που είχε γίνει και ένα λάθος.
Τα προβλήματα που αντιμετωπίζει ο αθλητισμός είναι πολλά και γνωστά. Και πρώτα από όλα το τεράστιο πρόβλημα της υποχρηματοδότησης. Η κρίση έχει δημιουργήσει τα δικά της, εξαιρετικά στενά, δεδομένα, η κοινωνία το ζει, εμείς το ζούμε, αλλά είναι γνωστό και επομένως δυστυχώς, ο πολιτισμός, ο αθλητισμός η παιδεία, ήταν και αυτά «θύματα» αυτής της κρίσης και των περικοπών. Οι αθλητές μας, οι προπονητές, οι ομοσπονδίες, αντιμετωπίζουν καθημερινά πολλά προβλήματα, δίνουν μάχες. Άλλωστε έτσι έχουν μάθει από μικρά παιδιά να αγωνίζονται μέσα στην αρένα, κάτω από δύσκολες συνθήκες, με αυτοθυσία, με αυταπάρνηση. Πρέπει να σταθούμε δίπλα τους με τα δεδομένα που έχουμε, με τις δυνάμεις που έχουμε, με τα λίγα χρήματα που έχουμε, με την ορθολογική χρησιμοποίηση τους. Αυτοί οι αθλητές μας γεμίζουν υπερηφάνεια και συγκίνηση με τις επιτυχίες ακόμη και σε αυτή τη δύσκολη συγκυρία.
Τα προβλήματα της χρηματοδότησης είναι γνωστά, ακούσαμε κάποια προγράμματα, κάποιες πολιτικές που έχει προχωρήσει ο φίλος Γιάννης Ιωαννίδης. Είναι ευθύνη μας, όπως προανέφερα, με τους περιορισμένους πόρους που πλέον διαθέτουμε, να τους αξιοποιούμε με τον καλύτερο δυνατό τρόπο, με υπευθυνότητα, με αποτελεσματικότητα, προσήλωση στη νομιμότητα και σωστή ιεράρχηση των αναγκών. Είναι ευθύνη και χρέος μας οι αθλητές μας να μπορούν να αφοσιωθούν απερίσπαστοι στις προπονήσεις τους, πράγμα που δε γίνεται σήμερα. Δείχνουν κατανόηση, αλλά πρέπει και εμείς να σταθούμε δίπλα τους, γιατί μόνο έτσι θα μπορούμε να έχουμε τις επιτυχίες και τις χαρές που συνεχίζουν να μας δίνουν κάτω από αυτές τις δύσκολες συνθήκες.
Η κρίση διόγκωσε όλα τα κοινωνικά προβλήματα και βεβαίως μαζί και τα προβλήματα που εκδηλώνονται μέσα και γύρω από τους αγωνιστικούς χώρους. Η έξαρση της βίας στα γήπεδα, είναι ένα πολυδιάστατο πρόβλημα, το έχουμε συζητήσει και στην Υποεπιτροπή αθλητισμού, που ήμασταν μαζί με τον Γιάννη Ιωαννίδη και είχαμε δουλέψει σε αυτό. Είναι ένα πρόβλημα πολυσύνθετο και θέλει πολλή δουλειά κα συνεργασία με όλα τα συναρμόδια υπουργεία.
Με τον Υπουργό και φίλο Πάνο θα δουλέψουμε σκληρά, μαζί σε όλους αυτούς τους στόχους που είναι εθνικοί. Δε θέλω να πω κάτι περισσότερο. Να ξέρετε ότι με ειλικρίνεια θα συνεργαζόμαστε. Θέλω το Γιάννη δίπλα μου πάντα, να είναι σύμβουλος, διότι μας συνδέει και οικογενειακή φιλία. Δε θα κρύβουμε τα προβλήματα κάτω από το χαλί, όπως και εκείνος δεν τα έκρυψε ποτέ. Και νομίζω ότι η ειλικρίνεια είναι η καλύτερη βάση για τη συνεργασία μας και για να πετύχουμε τους στόχους μας. Σας ευχαριστώ για μια ακόμη φορά».
